Changing Concentration Effect on Buoyancy, Density and Concentration

How does changing concentration effect buoyancy and density? Why do the balloons float to different levels when they all were taken from salt water at the same location? What is going on that makes it seem like the balloons are changing their density? Does their buoyancy magically change? Why do the balloons all sink in fresh water and then go back to their levels when salt is added?
